GOVERNOR KAINE ANNOUNCES NEW INNOVATION AND ENTREPRENEURSHIP INVESTMENT AUTHORITY AND NEW BOARD OF D

RICHMONDGovernor Timothy M. Kaine today announced the formation of the Innovation and Entrepreneurship Investment Authority (IEIA). Governor Kaine also announced the appointment of members of the Board of Directors to the IEIA.

 

 “This legislation streamlines government, saves resources and mandates the development of a consistent, long-term plan for identifying research priorities,” Governor Kaine said. “That will in turn foster economic development opportunities in the Commonwealth and encourage cooperation between the public and private sector in research and development-related initiatives.”

 

Created by the General Assembly and signed into law earlier this year by Governor Kaine, the new Authority continues the work of the Innovative Technology Authority, which was established in 1984. The legislation consolidated two existing entities with research and development (R&D)-related responsibilities – the ITA and the Virginia Research and Technology Advisory Commission – into a single authority — the IEIA.  The new Authority continues the work of the Innovative Technology Authority, with the added duty to create a strategic R&D roadmap for the Commonwealth.

 

 “The new Authority and its Board will help accelerate the Center for Innovative Technology (CIT)’s expanded role in new company formation and strategic development of research and innovation priorities,” said Leonard M. Pomata, Secretary of Technology.  “It will help all regions of the Commonwealth achieve solid footing in the growing innovation economy.”

Originally, CIT focused on enhancing the research and technology transfer activities of Virginia universities.  Having accomplished that mission, today CIT is focused on creating new technologies, entrepreneurs and technology companies that enhance the Commonwealth’s global competitiveness.  Its operating structure consists of four service lines: CIT Entrepreneur, CIT Connect, CIT R&D and CIT Broadband.  

 

In addition, CIT is working with the General Assembly and the Commonwealth’s 10 Technology Councils to create the Commonwealth Innovation Index, a long-term innovation assessment tool that is creating both a road map to the innovation economy, while providing elected officials and business leaders with valuable guidance and expertise so that they can make targeted and wise investments that benefits all regions of the Commonwealth.

GOVERNOR KAINE ANNOUNCES SYKES’ GROWTH SUCCESS IN BUCHANAN COUNTY

RICHMOND – Governor Timothy M. Kaine today joined Sykes Enterprises, Incorporated, officials to celebrate the grand opening of the company’s Southern Gap industrial park facility that has brought more than 250 jobs to the Buchanan County area over the past year. SYKES, which also operates a facility in Wise County, is a global leader in providing outsourced customer contact management solutions and services in the business process outsourcing (BPO) arena.

GOVERNOR KAINE ANNOUNCES FOUR VIRGINIA ENTERPRISE ZONE DESIGNATIONS

~ Portsmouth, Staunton, Prince George County, and Southampton County/Franklin receive enterprise zone designation to attract new business and jobs ~

 

RICHMONDGovernor Timothy M. Kaine today announced four Virginia Enterprise Zone (VEZ) designations in Portsmouth, Staunton, Prince George County, and a joint zone in Southampton County/City of Franklin. Each locality will use state and local enterprise zone incentives to create new jobs, promote private investment, and support the overall growth of the local economy.

 

            “The Enterprise Zone program is an important economic development tool in bringing investment and jobs to Virginia’s distressed communities,” said Governor Kaine. “With the loss of more than 1,100 jobs in the area due to the closing of International Paper, we believe the Zones will be a valuable tool for attracting new businesses to this area and supporting the expansion of existing businesses”

 

            The Virginia Department of Housing and Community Development (DHCD) administers the VEZ program. VEZ supports job creation and private investment through grants based on real property investment and the numbers of jobs created. Businesses can earn up to $200,000 during a five-year period based on the Real Property Investment Grants, and upwards of $800 per position created, depending on the wages offered.

 

            VEZ designations are awarded based on a competitive application process. The designations will be effective beginning Jan. 1, 2010. 

 

            “The Virginia Enterprise Zone program has been effective in supporting more than $1.5 billion in investment and the creation of more than 42,000 jobs since it was established in 1995,” said DHCD Director Bill Shelton. “These designations will work to incentives new jobs and new investment in these distressed areas of the Commonwealth.”

A Pro-Free-Market Program for Economic Recovery

Good afternoon, ladies and gentlemen:

As you all know, we are in a severe economic downturn. The official unemployment rate now exceeds 10 percent and according to many observers is actually substantially higher. Within the last year or so, our financial system has been rocked to its foundations. The collapse of the housing bubble and the numerous defaults and bankruptcies connected with it brought down major financial institutions, such as Bear-Stearns, Lehman Brothers, and Merrill Lynch. It also brought down numerous small and medium-sized banks and threatened to bring down even such banking giants as Citigroup and Bank of America. The Dow Jones stock average fell from a high of 14,000 to about 6,500. Important retailers such as CompUSA, Circuit City, Mervyns, and Linens 'N Things went under, as did countless small businesses throughout the country. Practically every shopping mall gives testimony to the severity of the downturn in the form of vacant stores.

The collapse of the housing bubble and the massive losses and mounting unemployment that have resulted from it have unleashed a veritable firestorm of hostility against capitalism, in the conviction that it is capitalism and its economic freedom that are responsible. It is now generally taken for granted that any solution for the downturn requires massive new government intervention, to curb, control, or abolish this or that aspect of capitalism and its alleged evil.

PR - GOVERNOR KAINE ANNOUNCES $200 MILLION NONPROFIT MEDICAL RESEARCH INSTITUTE IN FAIRFAX COUNTY

~ The Ignite Institute will create 415 jobs ~


FAIRFAX – Governor Timothy M. Kaine today announced the creation of The Ignite Institute, a nonprofit medical research institute established by Inova Health System and Dr. Dietrich Stephan, a recognized leader in the field of molecular medicine. The Institute is the first entity built around the application of personalized medicine innovation in the community health setting. The project’s $200 million investment in Fairfax County will create 415 jobs.

 

“The Ignite Institute adds to Virginia’s position as a world-class center of excellence for research and development,” Governor Kaine said. “The advanced medical technologies that will be developed at Ignite will be part of the key drivers in our mission to reform and improve America’s healthcare system.”

 

Ignite’s mission is to use the most sophisticated molecular scanning technologies to fully understand the bases of human illnesses, especially cancer and other chronic diseases, so that effective new diagnostics and therapeutics can be developed rapidly.  The Institute will leverage and integrate Virginia's substantial assets in the field of life sciences.

 

The Center for Innovative Technology (CIT) will initially house Ignite and build a portion of its facilities as wet lab space. Once the Institute establishes a permanent location in Fairfax County, this publicly controlled wet lab space at CIT will become available for the incubation of future companies based in science and research in the region.

 

The Ignite Institute will fully integrate biomedical research, development, commercialization and clinical care. The Institute is specifically focused on creating and applying the latest biomedical and technological innovations to enable truly individualized health care. The Institute aims to elevate the quality health care and to transform health care delivery into a highly efficient, effective and affordable endeavor. 

 

Virginia is a state where personalized medicine can fully take root and flourish,” said Dr. Stephan, CEO and President, The Ignite Institute. “The highly educated work force, national IT leadership, excellence in health care and proximity to Washington D.C. make this the ideal place to launch the Institute.”

 

Inova Health System is a not-for-profit healthcare system based in Northern Virginia that consists of hospitals and other health services, including emergency- and urgent-care centers, home care, nursing homes, mental health and blood donor services, and wellness classes. Governed by a voluntary board of community members, Inova’s mission is to improve the health of the diverse community it serves through excellence in patient care, education and research. Inova provides a healthy environment for its patients, families, visitors, staff and physicians by prohibiting tobacco use on its campuses.

 

“The Ignite Institute promises to be one of the most exciting innovations in the development of personalized medicine,” said Knox Singleton, President and CEO of Inova Health System. “Inova’s partnership with Ignite will accelerate the transfer of leading edge research to citizens at-large through a world-class community health system.”

 

The Virginia Economic Development Partnership worked with the Fairfax County Economic Development Authority to prepare the state’s proposal to secure the project for Virginia. Governor Kaine approved a $3 million grant from the Governor’s Opportunity Fund to assist Fairfax County with the project. Ignite Institute will be eligible to receive an incentive grant totaling $22 million, subject to General Assembly approval, in increments of $5.5 million per year to be paid out to the Institute over a four-year period. The performance grant is tied to job creation, commitments of additional outside capital, and research collaborations of significant value with Virginia universities.

 

“We are proud to host the Ignite Institute and excited that the cutting-edge medical research that Ignite conducts will come from Fairfax County,” said Fairfax County Board of Supervisors Chairman Sharon Bulova. “Ignite will be able to take advantage of our highly skilled workforce, and the Institute's work will further diversify and strengthen the county's economy.”
